PayPal review

Verified Oct 28, 2026

PayPal is a wallet and payments provider. Buyers can pay with a PayPal balance, bank account or card without re-entering card details; sellers can accept payments through Checkout buttons, invoicing, payment links and (with additional products) a point-of-sale flow. There is no fee to open a business account as described by PayPal; fees are taken from each payment received. Its strength is buyer recognition; its cost is the highest Checkout rate of the three flat-rate options compared here.

PayPal is a strong fit as a checkout option — especially alongside a card processor — because buyers recognize and trust it. It is a weaker fit as your only processor if you sell mainly by card, because its Checkout rate is the highest of the three flat-rate options compared here, while its standard card rate is cheaper than its own Checkout rate. Route card payments through the card flow and wallet payments through Checkout, and you keep both the trust and the lower card cost.

PayPal Checkout, Guest Checkout and Pay with Venmo cost 3.49% + a fixed fee ($0.49 in USD); standard credit/debit card payments cost 2.99% + $0.49; PayPal Pay Later options cost 4.99% + a fixed fee; international commercial transactions add 1.50% on top of the domestic rate. A $100 sale through PayPal Checkout costs $3.98 (you keep $96.02); the same $100 as a standard card payment costs $3.48 (you keep $96.52); the same $100 through Pay Later costs $5.48 (you keep $94.52) — and you do not choose which option the buyer picks. On $10,000 of monthly Checkout sales at $100 tickets, the Checkout-vs-card gap is $50 a month; on $100,000 it is $500. That gap is the price of the familiar button, and it is worth paying only if the button completes sales a card-only checkout would lose. For invoices, Pay by Bank (ACH) at 1%, capped at $10 per transaction, is far cheaper than any card rate on a large invoice.

Two honest limitations to weigh. First, fees are not returned on refunds, so a high-refund business pays processing on sales it does not keep. Second, account holds and risk reviews are a widely reported friction for sellers — keep payout timing and reserve policies in mind, and never rely on a single processor for cash flow. Against that, there is no monthly fee to open and hold a business account, and invoicing with a bank-payment option is a genuine advantage for service businesses.

For Checkout, PayPal is more expensive than Stripe (3.49% + $0.49 against 2.9% + 30¢ online). For standard card payments the gap narrows to about $0.28 more per $100 sale — so the comparison depends on which PayPal flow your buyers actually use. For most sellers the answer is both: a card processor for card buyers plus PayPal for wallet buyers. And never take business payments through friends-and-family transfers to dodge the business rate — that risks account restrictions. Take business payments through a business flow and pay the business rate. Educational only; no hands-on testing is claimed. How we reviewed PayPal

We record every plan, price, cap, and add-on from PayPal's official pricing page — never from review aggregators — and date-stamp the check; this page was last verified on 2026-10-28. Our editorial score weighs what a small business actually gets for the money: the capability of the cheapest useful tier, the true cost once add-ons and renewals are counted, pricing transparency, and contract traps such as auto-renewing trials. Compensation never changes a score or a verdict. Read our full review methodology.
